franceinfo: What do you expect from Volodymyr Zelensky’s speech to the National Assembly and the Senate?
Valeria Faure-Muntian: That’s something special. Not many presidents spoke in half a cycle. According to the Constitution, for example, the President of France does not participate in the half cycle of parliament. He can only convene a parliament, and under other conditions it is highly regulated. This is a historic moment for both Volodymyr Zelensky and the French parliamentarians. It is directed through us to public opinion and the French people we represent, to mobilize it and to instill there the difficulties and demands that Ukraine faces today.
For example, do you think there will be more pressure on the issue of weapon delivery?
Applying pressure is useless. I think it will be counterproductive. Now, certainly, he can raise awareness of the demands he has already made against the French government and the European Union. Sanctions, 27 [États membres de l’Union européenne] Examining them very quickly, they will increase as conflicts stagnate or civilians become unavailable for evacuation and humanitarian aid. The provision of military and humanitarian aid by the European Union has been on a regular basis since the beginning of the war in Ukraine.
Can this speech by Volodymyr Zelensky before the French Parliament trigger a moment of harmony despite the approaching presidential elections?
It turns out that this moment of harmony was from the beginning as soon as the war began. In their political opinion, there was a fairly strong national solidarity, and our fellow citizens did not make a difference. They were all mobilized. I think we need to distinguish between presidential candidates and the mobilization of fellow countrymen. Sure, the presidential candidate has an opinion, but he doesn’t always tell the truth. They have their truth, they have their opinion. The French are in full solidarity with Ukraine by mobilizing for humanitarian aid and refugee acceptance.
You yourself left Ukraine at 14:00 and arrived in Besancon. How to welcome Ukrainians today?
Uprooting is always traumatic, even if it is done under good conditions. It is useful to accompany these refugees. They are traumatized by the war on their territory and, on the one hand, the country in which they arrive, and on the other hand, the unknown about their abilities and when they can return to Ukraine. We must stabilize them as soon as possible, allow them to settle on French territory and give them benchmarks. Medical and psychological follow-up is always helpful in these particular cases. It is especially necessary to organize their presence on the territory, but also to maintain culture and language of origin, especially for children. If you only start the administrative procedure, you will immediately take a French bath. We must support them, organize the integration of France and maintain a connection with the culture of origin.
You are the chair of the friendship group between France and Ukraine and you are also a member of the friendship group between France and Russia. Isn’t it acrobatic?
From 2017, in order to work well from a diplomatic point of view, we have chosen not to import the Ukrainian conflict and the Russian invasion into the French soil. Don’t fall into this trap. Especially in France, let us show to the representatives of both countries that we are going to talk and act towards diplomacy. We must ban all kinds of violence and blame them strongly [envers des Russes ou Français d’origine russe] Not all Russians are Putin, and not all Russians are Putin.
